The South Central Transit Authority (SCTA) is responsible for the management and administration of RRTA and conducts all procurement activities in support of the bus and shared ride service operated by RRTA.
South Central Transit Authority (SCTA) is entrusted with the oversight and management of purchases that support providing the public transit services for RRTA and BARTA in the Lancaster and Reading communities. SCTA is committed to providing a full and open competitive environment for procurement opportunities in conformance with federal, state and local regulations. SCTA solicitations are issued as Request for Proposals (RFP); Invitation for Bids (IFB) or Request for Quotations (RFQ) depending on the type of goods or services.
Guidelines and procedures for all procurements are contained in the bid documents. SCTA solicits and encourages small business and disadvantaged business enterprise participation. Small Businesses and DBE’s shall be afforded full consideration of their response and will not be subject to discrimination.
